Digitalisation Delayed, Justice Denied?

The digitalisation of the Czech justice system has progressed more slowly than originally expected. Although the goals are clearly defined in strategic documents and recovery plans, the reality is that the public and professionals still have limited access to e-services, and several key systems remain delayed.Challenges such as insufficient transparency, repeated postponements and unclear prioritisation affect not only modernisation, but also people’s access to their rights. This project provides a comprehensive overview of the current state of justice digitalisation in the Czech Republic.

“Our findings show that the Czech justice system already has strong foundations to become a modern and digitally mature system. To successfully complete the digitalisation process, it is essential to strengthen the coordinating role of the Ministry of Justice and deepen the dialogue between stakeholders — not only justice representatives, but also academics, IT specialists and the broader expert community. Digitalisation must be understood as an integrated reform, not a series of isolated initiatives.”

• Assess the actual state of justice digitalisation in the Czech Republic as of 30 November 2025.

• Compare government commitments with real progress and identify unmet milestones.

• Improve public awareness of the importance of justice digitalisation and its impact on access to rights.

• Provide a basis for further advocacy work and policy dialogue at both the national and European levels.
